Justin Eberly serves as the Emergency Services Coordinator for Dover Township, York County, Pennsylvania. He functions as the duly appointed Emergency Management Coordinator and Fire Marshal. As the senior-level leader of emergency services for the township, his areas of responsibility include long-term strategic planning, finance, administration, and coordination of emergency services in the disciplines of fire, emergency medical services, and emergency management. In addition, he is responsible for implementing initiatives and programs outlined in the joint comprehensive plan between Dover Township and Dover Borough.
Eberly holds a Bachelor of Science in Business Administration from Shippensburg University of Pennsylvania and a Master of Public Administration, with an emphasis in Emergency Services Management, from Columbia Southern University. He is currently completing postgraduate studies in Occupational Safety and Health.
Eberly has earned the Local Advanced Certification from the Pennsylvania Emergency Management Agency. He has completed the FEMA Professional Development Series, is a Professional Continuity Practitioner (Level I), and has completed over 40 nationally recognized emergency management courses.
Eberly holds several professional fire service certifications, including Firefighter I and II, Fire Officer I and II, Emergency Services Instructor I and II, Vehicle Rescue Technician, and Water Rescue Technician. He is a Nationally Registered Advanced Emergency Medical Technician (NRAEMT) and maintains certification in Pennsylvania.
Eberly is actively involved as volunteer firefighter and currently serves as the vice president of a fire company. He is also employed part-time and serves on the safety committee at a suburban EMS agency. Previously, he served as a municipal Emergency Management Coordinator and as Assistant Chief of a combination volunteer/career Basic Life Support ambulance service.
An accomplished educator, Eberly has developed and delivered a wide variety of emergency services training programs. He has instructed thousands of emergency responders and presented at numerous conferences across the United States. He is a contract instructor for the United States Fire Administration’s National Fire Academy, an EMS Instructor certified by the Pennsylvania Department of Health Bureau of EMS, a Local Level (non-suppression) Instructor for the Pennsylvania State Fire Academy, and an instructor for multiple public safety training centers across the South Central Pennsylvania region. Eberly has received the designation of Chief Training Officer (CTO) from the Center for Public Safety Excellence and serves as a peer-review assessor for other candidates seeking designation.
Eberly is a proud Eagle Scout and remains an active Scouting volunteer. He serves on the executive board as a District Chairman and on the camping committee as the Council Aquatics Chairman for the New Birth of Freedom Council, Scouting America. He is a Scouting America Aquatics Instructor, an American Red Cross Lifeguarding Instructor, and has served as faculty for the Scouting America National Camping School, which provides adults with training related to the operation of scout camps. He frequently volunteers at Camp Tuckahoe and Hidden Valley Scout Reservation, where he previously served as a summer camp counselor for several seasons. Eberly is a merit badge counselor for several merit badges, including for the least-awarded merit badge in the scouting program—bugling. He has been a ceremonial bugler and trumpet player for nearly 25 years and is also on the instructional staff for the Cumberland Valley High School Marching Band and Indoor Percussion programs.
